Round Table “Monitoring and Advocacy of Use of State Resources in Azerbaijan to Promote Adherence to International Best Practice”.
The researches were done by “Electoral Reform International Services ” (ERIS) and its local partners - “Human Rights and Democratic Institutuions” Public Union and Caucasus Media Research Center.
The purpose in holding the Round Table was to introduce the participants with the experience in using government resources both on local and international level, as well as with the outcomes of the above mentioned research and the recommendations prepared based on the outcomes. Another purpose of the event was to establish a dialogue between the interesting parties, to get their views and to evaluate the existing situation.
The representatives of political parties, local and international NGOs, as well as The Ministry of Internal Affairs, The Ministry of Communications and High Technologies, Central Election Commission and representatives of other government bodies.
Rafail Humbatov, the representative of Human Rights and Democratic Institiutions Public Union spoke about the results of the research done on financing election campaigns in Azerbaijan. He gave information about the research done based on the existing legislation.
Gubad Ibadoghlu, the expert of Center for Economic Researches spoke about the evalution of usage of administrativ (financial) resources during election campaigns. Talking about the research done based on the 2013 year state budget, the speaker mentioned that formation of unequal environment for campaign during elections was because of misuse of government resources.
The speeches were followed by discussions among participants.
