RESEARCH REPORT ON THE RESULTS OF THE SURVEY ON THE SUBJECT OF “ASSESSMENT OF THE FACTORS IMPACTING EFFICIENCY OF THE TARGETED SOCIAL ASSISTANCE MECHANISM”

The first item of the questionnaire describes home economics characteristic, as well as the labor status of the family head. The impact of the family head’s labor status on the eligibility of probability of family household’s receipt of Targeted Social Assistance (TSA) has been assessed, using the logit model. It is worth noting that while shaping the logit model, the ERC Team used the results of the survey covering 200 families receiving TSA and another 200 families that were refused to receive TSA. The survey results were practicable: for example, the survey sketched that if the family head in the household appealing for TSA is incapable of work, the probability of receipt of the social assistance is very high – 91.4 percent. In addition, the probability of receipt of TSA by unemployed job seekers is 81.7 percent, while that as individuals not seeking work is 72.8 percent. The lowest percentage rates for the TSA receipt were observed among household heads employed by the private sector (0.6 pct) and self-employment activities (1.64 pct).

EVALUATION OF THE FACTORS AFFECTING THE MECHINISM OF TARGETED SOCIAL BENEFIT

Executive summary
The investigation has been carried out by the Centre for Economic Studies, in the framework of the --- project supported by the Counterpart International organization.
The main objective of the project is to support the Ministry of Labour and Social Protection of the Population by the preparation of proposals dealing with the refinement of the mechanism for targeted social benefit (TSB) thought the elimination of inclusion and exclusion errors, as well as on the diminution of the cost of application, particularly for the needy sections of the population, through the simplification of the procedures for application. Also, the investigation has sought to assess the level of public awareness and to analyse the expectations of household economies from the TSB system.
To achieve the above-mentioned objectives, the following issues have been investigated:
1. sources of information and accessibility of the information for the population;
2. the problems which the Ministry (MLSPP) and other competent organizations were facing while accepting applications
3. the time and means of finance spent on having the applications accepted
4. incomes and expenditures of household economies
5. professionalism of officials, etc.

Analysis of the results of a survey conducted among inspectors of Centers of Labor and Social Protection of Population in Ter-Ter, Barda and Agjabedi regions

Within the framework of a project funded jointly by OSI and N(o)vib to inform public regarding a mechanism of means-tested social-assistance and to monitor the use of funds allocated from the state budget, ERC conducted a survey among social inspectors of Centers of Labor and Social protection of Population in Tar-Tar, Barda and Agjabedi.

The main goal of the survey is to assess knowledge and skills and awareness of social inspectors responsible for granting social assistance about the process in the areas selected on a pilot basis, and based on the results of the survey to submit proposals to relevant state bodies on ways of improvement of this work and provision of necessary trainings for these inspectors.
16 inspectors representing relevant centers of 3 regions participated in the survey. Those were 6 delegates from Barda, 6 delegates from Agjabedi and 4 delegates from Tar-Tar. In a questionnaire 20 questions were asked from respondents based on 3 classification groups. First bloc of questions (overall 10 questions) had to with the level of awareness about the procedures on reviewing family applications, refusal and suspension of granting of means-tested social allowance. According to the legislation, a family applying for means-tested social assistance has to be represented by one family member.
